Help Wanted: Executive Director
The Cambridge Housing Agency (CHA) is seeking a motivated, organized, and community-minded professional to serve as Executive Director for our small rural housing authority in Cambridge, Nebraska.
This position oversees the daily operations of both our Public Housing and Project-Based Voucher programs serving local residents through federally assisted housing programs regulated by HUD. CHA currently manages 33 one-bedroom units and operates within a close-knit community environment where strong communication, professionalism, and adaptability are essential.

Position Overview
The Executive Director is responsible for the overall administration, compliance, financial management, and operational leadership of the housing agency. This position works closely with the Board of Commissioners, residents, contractors, HUD representatives, and community partners.
Because CHA is a small agency, this role requires a hands-on leader who is comfortable balancing office administration, compliance responsibilities, tenant relations, strategic planning, and oversight of maintenance and property operations.
Primary Responsibilities
- Oversee daily operations of Public Housing and Project-Based Voucher programs
- Ensure compliance with HUD regulations, agency policies, and federal reporting requirements
- Prepare and manage budgets, financial reports, and audits
- Coordinate tenant admissions, recertifications, inspections, and occupancy processes
- Supervise staff, contractors, and maintenance operations
- Prepare board meeting packets, reports, and policy recommendations
- Maintain agency records and reporting systems
- Respond to resident concerns and support positive tenant relations
- Coordinate with local agencies, vendors, inspectors, and community stakeholders
- Assist with long-term planning, policy development, and operational improvements
Qualifications
Preferred qualifications include:
- Experience in property management, housing, office administration, business management, human resources, bookkeeping, compliance, or related fields
- Strong organizational and communication skills
- Ability to manage multiple priorities independently
- Computer proficiency, including Microsoft Office and general office software
- Ability to maintain professionalism and confidentiality
- Experience with HUD programs, grant administration, bookkeeping, or government compliance is helpful but not required
Equivalent combinations of education and experience will be considered. Training opportunities are available for the right candidate.
Schedule & Compensation
- Expected schedule generally ranges from approximately 20–30 hours per week, depending on agency needs and candidate experience
- Office hours may vary and flexibility is required for meetings, inspections, deadlines, and occasional after-hours situations
